I stumbled upon Erika?s blog and quickly fell in love last October on a random day home sick from work. ?I?m so glad I found her- I spent that afternoon reading back through all her old posts and drooling over her gorgeous home. ?I?ve been smitten with her style and genuine nature ever since. ?Thank you Erika for having me today!
I?m Megan, mom to an adorable 2 1/2 year old delightful boy, full-time lawyer, and blogger of now, two blogs (Honey We?re Home & Honey We?re Healthy).

As a short, petite woman who gained over 50 pounds during her pregnancy, losing the weight was a serious struggle that took a long time. ?I have blogged about my weight loss journey (even including the very honest and raw ?before? photos) and am happy to say that I?m in good shape now. ?I started the health and fitness blog as a way to encourage other women to take care of ourselves! ?We often find ourselves taking care of everyone else and we fall last on our list. ?As I approach my 40?s (I?m 37) I want to be as fit as I can be!

| CUPERTINO - Apple announced Tuesday its long-awaited iPad Mini, a smaller, slightly redesigned version of its larger slate, comes with a 7.9-inch screen and runs Apple's iOS 6 software. The iPad Mini is 7.2mm thick, about 23 percent thinner than the fourth-generation iPad. The device weighs 0.68 pounds, making it 53 percent lighter than its bigger brother. The device's display has a screen resolution of 1,024x768 pixels, matching the first- and second-generation iPad. According to Apple Senior Vice President Phil Schiller, that means developers won't need to modify apps to ensure they work with the screen, CNET News.Com reported. Speaking of Schiller, he wasted no time going right at the Google Nexus 7. He said the iPad Mini will come with a 35 percent larger screen. When browsing the Web, the device is 49 percent larger in portrait and two-thirds bigger in landscape mode. On the inside, the iPad Mini is quite impressive. The device has a dual-core A5 processor and 5-megapixel iSight camera on the back. On the front, it comes with a FaceTime HD camera. In terms of connectivity, the slate comes with Wi-Fi and LTE support. Apple says that the iPad Mini will come with 10 hours of battery life. Not bad, considering it's the largest and thinnest battery Apple has ever designed for an iPad. The iPad Mini has been rumored for months, with images and details leaking on a near-daily basis. Apple had stayed tight-lipped on its plans for another tablet, but lately, the company's vaunted secrecy machine has shown some weakness: Many of the features shown off were already outed in leaks over the last several weeks. Still, the iPad Mini is sure to be another big hit for Apple. During its last-reported quarter ended June 30, Apple sold 17 million iPads. Many analysts believe that with the iPad Mini's help, Apple will sell many more millions of slates, giving it even more control over the tablet market. That's saying something: Apple CEO Tim Cook announced that the company has sold 100 million iPads in just the last two-and-a-half years. That's bad news for Google and Amazon, the two companies that have heretofore dominated the lower end of the tablet market. Those companies' devices come with 7-inch screens and retail for hundreds of dollars less than Apple's 9.7-inch iPad. However, that price advantage is no longer so great. The iPad Mini with 16GB of storage retails for $329. As with Apple's other tablets, the company is adding $100 for each 16GB in additional storage. The LTE options add an additional $130, pushing the highest iPad Mini price to $659. iPad Mini pre-orders will start Friday. The Wi-Fi-only model will ship on November 2. Two weeks later, the LTE-equipped versions will be hitting store shelves. | |||

Opposition prolongs first-ever internal poll citing internet attacks ? RT

The poll to elect the joint council of the Russian opposition had to be prolonged for one day due to hacker attacks on the polling website, say the organizers of the unprecedented political event.
The non-system Russian opposition is holding a poll to elect the members of what they call the Coordination Council ? a 45-member panel that can be joined by anyone who is ready to pay a relatively low registration fee of 10,000 rubles (about US$300) and hopes that his agenda will attract enough supporters from those who were ready to undergo registration and also pay a small fee to cast their vote.
After the election, the council will represent those who voted in talks with the state authorities and other political movements.
Initially it was planned that the winners of the elections would be announced on the evening of the last day of the election, Sunday. However, after the voting started the organizers encountered a massive DDoS attack on their server. As a result the voting was prolonged for one day and the winners are to be announced on Monday evening.
The person in charge of the poll ? up-and-coming politician Leonid Volkov ? said in a press interview that it was his mistake to pay little attention to internet security. Volkov also noted that he will prolong the voting for ?as long as it takes to vote for all those who want to.?
The number of those who potentially have such an intention is about 87,000 ? although the number of registered voters has exceeded 160,000, the verification procedure diminished their number by almost half.
This huge difference could possibly be explained by the fact that one of the most notorious figures in the Russian politics ? the pyramid scheme veteran Sergey Mavrodi ? has tried to hijack the elections through his new pyramid called MMM2012.
After Mavrodi called upon the members of the scheme to register as voters and candidates, the organizers of the poll understood that it threatened the whole event and decided to bar Mavrodi?s people both from running and from voting.
Finding legal justification for the move initially seemed a tough task, but soon it appeared that Mavrodi?s candidates had not provide any data about themselves in the application forms, which is against the rules. As for the voting, Leonid Volkov has said that political vote cannot be cast under pressure and Mavrodi?s calls to those who financially depend on him should be considered as such.
However, even before the vote the events took an unexpected turn as the Prosecutor General?s Office began a criminal case last week into the theft of registration fees from Mavrodi?s people.
No suspect in the case has been determined, but the formula of charges suggests that the prosecutors are after the creators of the election website. The aggrieved party is 64 citizens from Mavrodi?s supporters who sent 10,000 rubles each to register as candidates, had their candidacies rejected, yet did not get their money back.
The organizers explained that they simply could not return the money as, first of all, the rejected candidates did not provide their details and secondly the fees were received as voluntary donations and the law and bookkeeping instructions do not allow for the return of donations without a written application from the donor.

Schieffer?s ?Obama bin Laden? gaffe unfortunate, but not unusual
While prefacing a question for Mitt Romney about Pakistan during Monday's presidential debate on foreign policy, moderator Bob Schieffer had an unfortunate slip of the tongue, referring to Osama bin Laden as "Obama bin Laden."
"We know that Pakistan has helped us arrest the doctor that helped us catch Obama-uh-bin Laden," Schieffer said, seeming to realize his mistake immediately.
The host of CBS' "Face The Nation" quickly recovered: "It still provides safe haven for terrorists, yet we continue to give Pakistan millions of dollars. Is it time for us to divorce Pakistan?"
Schieffer's flub was notable because of the stage--a presidential debate--but certainly not novel.
During coverage of the al Qaeda leader's death in 2011, many members of the media made the same mistake. MSNBC's Keith Olbermann and Norah O'Donnell, CBS' Mark Knoller, Fox News' Geraldo Rivera and local Fox affiliates were among those who fell victim to the Osama-Obama curse in the immediate aftermath of the bin Laden's killing:
ABC News ran a scroll on its website declaring "Obama Bin Laden Dead." Diane Sawyer's "World News" blog reported that "OBAMA WILL BE BURIED AT SEA."
Geraldo Rivera said "Obama is dead" on Fox News before correcting himself.
An anchor for Fox's Sacramento affiliate declared on air: "President Obama speaking from the East Room of the White House, telling the nation and the world President Obama is, in fact, dead."
After mocking Fox for that error, Keith Olbermann tweeted, "Mr. Bush personally de-prioritized the hunt for Obama."

Russia to launch five communication satellites | Firstpost
Moscow, Oct 21 (IANS) Russia will launch five communication satellites in 2013, the developer has said.
?The first in line is Express-AM5. We will be ready to launch it in the second quarter of 2013,? Nikolai Testoyedov, head of the Informational Satellite Systems company, said.
The Express-AM6 satellite will also be ready at that time, he said.
Express-AM5 and Express-AM6 are designed to provide Russia with digital radio and TV broadcasting needs, China Daily reported Saturday.
Three more satellites of that type, two of which will be launched in a bundle, have been scheduled for launch during 2013.
Russia?s Roscosmos space agency has planned to upgrade Proton rocket carrier for the upcoming launches.

LONDON (AP) ? She dreamed a dream, and it came true. But what happened next for Susan Boyle?
The middle-aged church volunteer from a small town in Scotland became an instant global celebrity in 2009 with her heart-stopping rendition of the "Les Miserables" number "I Dreamed a Dream" on a TV talent show.
A week is a long time in showbiz ? and in our hyper-speed online age three and a half years is an eternity ? but Boyle is still going strong. She has sold millions of records, received an honorary doctorate, sung for Pope Benedict XVI and performed in Las Vegas. A stage musical about her life has played to enthusiastic crowds across Britain and is headed for Australia, and next month she releases her fourth album, "Standing Ovation."
But the 51-year-old singer who entered the TV talent contest to make her late mother proud is remarkably unchanged. She's still a bit frumpy, though she's acquired a new hairdo, more expensive clothes and a makeover. She still lives in her down-at-heel home town, has outbursts of anger and struggles to overcome her nerves before live performances.
It's a fairy tale, yes, but with dark shadows lurking in the corners.
"People can't accept that you can dream a dream, but part of the dream is also a nightmare," said Elaine C. Smith, a Scottish actress who knows Boyle and plays her in the biographical stage show "I Dreamed a Dream."
"Fairy dust comes out, but shrapnel comes out as well."
Boyle now has a car and chauffeur to take her to appointments, but she sticks close to familiar places and routines. She has bought a new house, a modern four-bedroom two-story in Blackburn that cost 300,000 pounds ($480,000), but locals say she often stays in the modest row house she grew up in.
And she still shows up occasionally to sing karaoke at The Crown pub.
"She belts them out like she used to and is not averse to a duet," said 20-year-old local Helen Cameron. "It's nice that this has not changed her. I think she's under a lot of pressure normally. Here she can be herself."
As well as having the support of her community, Boyle is well protected by her manager, Andy Stephens, and a close circle of friends and family ? a factor that helps act as a "psychological vaccine" against the pressures of sudden fame, according to Cary Cooper, professor of psychology and health at Lancaster University.
"If you don't have the proper social support system to protect you, your celebrity status can cause you enormous stress," said Cooper, who has studied the relationship between celebrity and stress. "She is still rooted in her friends and people who know her. Most celebrities aren't."
Boyle's life changed in a few minutes when her first appearance on "Britain's Got Talent" was broadcast in April 2009. The soaring voice emerging from the dowdy, frizzy-haired figure; the audience titters turning to gasps; the shocked faces of Simon Cowell and the other judges ? it was artfully staged television, but also a moment of genuine emotion.
"We judged her. Anybody who says they didn't is telling lies," Smith said. "She walked on and opened her mouth, and within minutes everybody watching was in tears."
The Internet clip went around the world, and keeps on going. On YouTube alone it has been viewed more than 106 million times.
Boyle's first album, "I Dreamed a Dream," topped both the U.K. and U.S. charts. So did her second, "The Gift."
Although Boyle's covers of pop classics and musical theater standards rarely make critics swoon, her three albums collectively have sold more than 14 million copies.
This month she's sung on "Dancing With the Stars" in the U.S. and performed in Las Vegas with Donny Osmond, a childhood idol.
It's a long way from Boyle's home town of Blackburn, a community of about 5,000 people 20 miles (32 kilometers) west of Edinburgh that lies in one of Britain's most deprived areas.
The youngest of nine children of a devout Roman Catholic family, Boyle had learning difficulties as a child, the result of oxygen deprivation at birth. She struggled in school and was bullied by other children.
She left school with few qualifications, never married ? though she later said she'd exaggerated in telling the "Britain's Got Talent" judges she'd "never been kissed" ? and spent years caring for her widowed mother, Bridget, who died in 2007.
The thing that gave her the greatest pleasure was singing, in church or during karaoke nights at the pub.
She has said she entered "Britain's Got Talent" in memory of her late mother, "to show her I could do something with my life."
All did not all go smoothly after her astonishing debut. During the final stages of the competition she got into a dustup with two reporters.
Although she was widely expected to win the 100,000 pound ($160,000) prize, she ended up coming second to dance troupe Diversity. After the series ended, she checked into the Priory, rehab clinic to the stars, to be treated for nervous exhaustion.
She still has outbursts of temper, and has said she still suffers anxiety when singing live before audiences.
"When I first went for 'Britain's Got Talent' I had such a feeling of failure and that's still part of me," Boyle said in an interview last year with the Daily Mail newspaper. "It's hard when that's been the pattern of your life. It's hard to believe those patterns have been broken."
Smith said Boyle's struggles ? reflected in the bittersweet tone of the stage show ? disappoint some of the singer's fans.
"They want the dream to come true and her life to be perfect," she said.
But Smith said Boyle's flaws are part of what makes her a star. After all, "you didn't love Judy Garland because she was perfect."
"This is a woman who is conquering the real fears she has," Smith said.

Aftermath of an affair: Beware harassment ? Business Management ...
You can?t stop all romantic entanglements at work, but you can and should make sure the post-affair fallout doesn?t disrupt the workplace.
Recent case: Nicole worked as a nurse at the University of Texas Medi??cal Branch at Galveston. She and a fellow nurse, Leon, had an extramarital affair while working on adjacent units on the same floor. Their spouses also worked for the university, but in different departments.
Apparently, Leon was a busy guy. Another employee approached Nicole, claiming she also had a relationship with him. The two women then went to Leon?s work area and confronted him. At the end of their shifts, Nicole followed Leon to the parking lot and ended their relationship.
Leon went to his supervisor the next day and claimed that Nicole had sexually harassed him. Both were told to stay away from each other. Nicole, however, did not listen and instead continued to meet Leon at work, seeking to just ?be friends.? Leon again complained.
HR considered firing Nicole, but she had specialized skills that might prove hard to replace. HR decided to retain her and transfer Leon to end the ongoing conflict surrounding the breakup. It didn?t work. Nicole kept looking for Leon at work. That?s when HR concluded that the only way to end the problem was to terminate Nicole.
She sued, alleging she had been singled out for more severe punishment because of her gender. She thought Leon should have been fired.
The court disagreed, deciding the hospital didn?t terminate Nicole because she had an affair with Leon. It terminated her because she wouldn?t leave him alone after the affair ended. Highlights of the White House Fall Garden Tours | Local News ...

When First Lady Patricia Nixon first opened the White House grounds in 1972, garden tours became a biannual tradition. Every spring and summer, visitors can take a tour of the gardens, getting an up-close-and-personal view of a place most people only see from afar or through images on televisions or in books.
Some highlights:
? The view of the South Lawn just as the sun comes up: The Washington Monument and the Thomas Jefferson Memorial are easily visible on a clear morning, framed by a view of the many commemorative trees planted by presidents over the years. It?s where the annual Easter Egg Roll takes place and where Marine One lifts off and lands. Bo, the Obama family dog, can sometimes be seen playing on the lawn, which delights tourists.
? The Jacqueline Kennedy Garden: Planting for this garden was already underway when President Kennedy was assassinated. When Lady Bird Johnson came in, she finished the garden and had it rededicated to the former First Lady. According to Dale Haney who has been the superintendent to the White House grounds for 40 years, this garden is favored for smaller outdoor gatherings and tea parties.

? Andrew Jackson magnolia: This magnolia is the oldest tree planted by a president on the grounds. It blooms every June from its long-established spot on the west side of the residence. Haney says each president has a hand in changing the landscape, mainly through the planting of a commemorative tree around the grounds.
? The Kitchen Gardens (and White House beehive): Planted by Michelle Obama in 2009, this garden supplies fresh produce used in everyday meals at the White House, even state functions. The beehive was also started by the First Lady, who wanted to reduce the use of white sugar as much as possible. Assistant pastry chef Susie Morrison describes the bees as ?very calm? and says they produce about 175 pounds of honey a year, some of which is used in the White House honey ale. It also includes a patch of hyacinth bean from Thomas Jefferson?s Monticello; the purple flowers look particularly striking in the morning sun.
? Rose Garden. Located between the Residence and the West Wing, the Rose Garden was built by First Lady Ellen Wilson and redesigned by JFK in 1961. When weather is nice, the President?s bill signings, press conferences, and diplomatic functions take place in the Garden.
The self-guided tours are free to the public, but a ticket is required for everyone. National Park Service distributes free, timed tickets at the Ellipse Visitor Pavilion at 15th and E streets, beginning at 8 AM throughout the day of the tour. This Friday, October 19, and Saturday, October 20, will be the last days of the 2012 fall garden tours.

Independent online work: the next BPO trend in the Philippines? - e27
Filipinos are increasingly taking to the Internet to find freelance work. Is this the next big trend in the local BPO industry?
There?s a storm brewing in the technopreneur ecosystem in the Philippines. And it?s not made up of teams wanting to build the next big thing. Rather, it?s a slew of independent contractors offering their services online to employers around the globe.
A report by Reuters? Jeremy Wagstaff speaks of online freelancers remaking the outsourcing industry. Jeremy writes that this commercial crowdsourcing of content is ?already disrupting traditional outsourcing ? from preparing tax statements to conducting research on pediatricians.? A World Bank researcher says ?[n]ow you can farm out your work to anyone in the world.?
The enablers are the usual suspects: services like oDesk, Freelancer.com and Elance. Armed with a capable computer and a decent Internet connection, contractors from around the Philippines (and other countries) can bid for projects ranging from writing short articles, web design, programming, transcription, accounting, and a whole lot more.
The main advantage here is cost. Compared with established BPO companies ? majority of which are call centers ? clients have direct access to contractors, and can therefore deal with lower costs per transaction.
For instance, an oDesk contractor can start at something like $1.50 per hour, progressing to a higher rate as one becomes more experienced. oDesk says the average contractor gets 190% growth in earnings after three years using the service.
But is independent online work the silver bullet that can help address poverty and unemployment in the country? Let?s consider a few factors.
Knowledge of English. Filipinos speak English as a second official language. We have an advantage over other fellow Asians because of the more or less neutral nature of our accents, and our familiarity with western culture. However, not everyone can write or speak English well enough to warrant writing or taking calls for a living. This is where services like Kalibrr that addresses this skills gap can help.
Low barrier to entry. Services like oDesk would usually require access to the Internet. For a contractor, this means a desktop or notebook computer and broadband. Folks who cannot afford to buy their own computer and pay for broadband service can work from Internet cafes or such shared workspaces.
Quality of work. Freelancing services like oDesk are a mixed bag. While I have chanced upon a few potentially big projects, a majority of projects on freelancing sites pay very low per-unit prices. A contractor can perhaps earn well enough with volume, but getting paid $0.50 for a 500-word article sounds like highway robbery!
oDesk says that Filipinos mostly work on blog and article writing and data entry. Research and graphic design closely follow. This is a stark difference to India,?Indonesia?and Pakistan, where the bulk of work is in web programming and web design.
Security. Online freelancing sites always come with concerns on scam projects, which may include non-paying employers, bogus projects and even illegal work. Independent contractors should be on the lookout for these issues.
Challenges ahead
Filipinos have already established a strong presence on freelancing services, where one can do outsourced work without having to commute to work in the ungodly hours of the day. But while traditional BPO companies have support from the government and other stakeholders, independent contractors don?t always enjoy benefits. For instance, we already mentioned health benefits and social security.
Employment benefits.?The benefits of freelance work are mostly monetary. Not being connected with a local company, contractors do not enjoy health benefits and employer contributions to social security.?Independent contractors don?t enjoy status as employed individuals. How do they go about with contributing to social security, PAG-IBIG or PhilHealth? Contractors don?t have paid leaves for illness, vacation, maternity and the like.
What about taxes? Bangladesh has already declared online income to be tax-free. The Philippine government does not tax income by overseas Filipino workers (OFWs). As independent online contractors bring in ? and spend ? dollars in the country, shouldn?t they be also subject to the same exemptions?
For instance, independent contractors are at a loss whether to pay taxes as self-employed individuals. Most are not even aware of the processes involved, which includes applying for a business permit and registering a trade name.
Institutional support. The industry is comprised of individuals independently offering services. As such, there is little organization and stakeholders usually have to fend for themselves. Perhaps being better-organized will enable independent online workers to enjoy better support and protection.
Work from any island in the Philippines?
In the recently-concluded PhilDev Economic Forum, Google vice president for infrastructure, Dr. Eric Brewer, had a goal for the Philippines, which was the ability to develop software from any island in the country. To some extent, we?re already doing this, although in a different form. Filipinos can be productive from any region, any province, any island, for as long as there is an Internet connection decent enough to find and submit work.
There are countless opportunities out there, and Filipinos don?t even have to wait for a BPO company to set up shop in town. But we can only do so much from the corner Internet cafe running a 1 MBPS DSL connection, or from a low-powered netbook computer connected through a mobile broadband stick.
What can we do to better catch and benefit from the next BPO wave?

Wall Street sharply lower as earnings disappoint

Microsoft and McDonald's are leading a broad decline in the stock market after both companies posted sub-par results for the third quarter.
The two stocks were the weakest in the Dow Jones industrial average in early trading Friday. Shortly after the opening bell the index was down 67 points at 13,481.
The Standard & Poor's 500 was down six points at 1,451 and the Nasdaq composite was off 17 points at 3,055.
Microsoft's income fell 22 percent as PC sales took a dive and as troubles in Europe took their toll. McDonald's profit fell 4 percent as a strong dollar hurt international results. Both stocks were down about 3 percent.
"Investor sentiment is hard to recover after (disappointing results from) Microsoft and Google, although I think the impact will be short-lived. Still, we are looking at a very defensive market here," said Peter Cardillo, chief market economist with Rockwell Global Capital in New York.
Diversified U.S. manufacturer Honeywell International reported a 10 percent rise in quarterly earnings as declining natural gas prices helped boost profit at its UOP chemical arm, offsetting weakness in Europe. Still, the stock fell 1.9 percent in premarket trading.
"We believe it is still premature to conclude that the rally that began in June is over, and we would need to see the S&P break below 1400, the five month relative performance uptrend of stocks versus bonds reverse," said Robert Sluymer, analyst at RBC Capital Markets in New York.
European shares dipped but remained on course for strong weekly gains on Friday, while Spanish and Italian bond yields hit their lowest levels in over half a year.
Yahoo's South Korean operation will pull out of the country and end its local Internet portal service in December, Yonhap news agency reported.
Archer Daniels Midland bought a 10 percent stake in GrainCorp on Friday, valuing the Australian grains handler at $2.8 billion, and is seeking talks on a takeover that would give the U.S. agribusiness a stronger platform to supply Asia.
Chipotle Mexican Grill Inc said Thursday restaurant sales growth would cool in 2013, leading some analysts to believe that could signal the end of impressive growth for the company that investors had come to enjoy.
PC chipmaker Advanced Micro Devices said Thursday it will cut its work force of nearly 12,000 by 15 percent, its second round of layoffs in less than a year as it struggles with a weak global economy and a consumer shift toward tablets.
U.S. stocks fell on Thursday, with technology stocks hit hard after Google's surprisingly weak earnings disappointed investors.
Trading in October has been relatively subdued, with the benchmark S&P 500 gaining 1.1 percent so far in the month.
Today marks the 25th anniversary of the stock market crash of 1987, or Black Monday, when the Dow Jones index plummeted 22 percent for the worst single-day percentage loss on Wall Street.?
The yield on the 10-year Treasury note edged down to 1.81 percent from 1.83 percent late Thursday.

Iraq issues arrest warrant for central bank chief
BAGHDAD (AP) ? Iraqi authorities have issued arrest warrants for the longtime governor of the central bank following allegations of financial wrongdoing, the country's judiciary said Thursday.
Allegations against Sinan al-Shabibi, who has led the bank since 2003, surfaced earlier this week while he was out of the country on official business. The charges are seen by the government's critics as an attempt to sideline the politically independent economist, and have been blasted as politically motivated by al-Shabibi's defense team.
Supreme Judicial Council spokesman Abdul-Sattar Bayrkdar told The Associated Press that 15 bank officials are being sought along with al-Shabibi. He did not name the other officials or say what specific charges they face. Bayrkdar did not say when the warrants were issued.
Repeated efforts to contact the Ministry of Interior, which is responsible for carrying out the arrests, were unsuccessful.
Lawyer Waleed Mohammed al-Shabibi, a relative of the bank governor who is on his legal team, said he is not aware of any arrest warrants and does not know what charges they include.
"We are told that the investigation is secret, and so far we are being kept in the dark," he said. "We demanded to know the details of the case, but up until now, we haven't gotten a clear answer."
The attorney earlier this week criticized the allegations as politically motivated. The government denies the charge.
In 2011, Iraq's Supreme Court ruled that the central bank and other previously independent bodies should be put under supervision of the Cabinet instead of parliament given that their decisions are executive in nature.
The decision was widely criticized as putting the nonpartisan nature of these bodies at risk. Among the critics was al-Shabibi himself, who considered it a threat to the country's assets abroad.
"Even if concerns that the move against Shabibi is politically motivated prove unfounded, Maliki's opponents will be wary that the prime minister could seize the opportunity to exert greater control over the (central bank)," said Jamie Ingram, a Middle East analyst at IHS Global Insight in London.
The allegations were raised by a special parliamentary committee formed to probe the bank. They surfaced while al-Shabibi was attending a meeting of the International Monetary Fund in Tokyo. He is now believed to be in Europe, where it could be difficult for the government to arrest him.
Al-Shabibi and other officials are being investigated over allegations of financial irregularities involving the exchange of Iraqi dinars for hard currency. The central bank holds daily auctions of U.S. dollars to local banks, and aims to keep the dinar stable at close to 1,200 to the dollar.
Its efforts to stabilize the currency came under pressure earlier this year as the civil war in neighboring Syria and international sanctions against Iran caused a jump in demand for dollars sold by Baghdad, according to bank officials.
The bank issued a statement Thursday saying that its dollar auctions continue as normal in an apparent bid to head off any concerns about the currency's strength in light of the allegations. Still, the scandal threatens to damage Iraq's already shaky economy.
"The confusion and mess over the central bank was unjustified. To attack public figures through media outlets is the last thing Iraq's economy needs," Iraqi economist Majid al-Souri said. "The government should have formed a committee to investigate any shortcomings and find the right solutions for better bank policies instead of launching general corruption charges against public figures."
