Spain debt rises on aid to banks, regions, finance cost

MADRID (Reuters) - Spain's debt levels are set to rise next year, piling pressure on the government to apply for aid as it pours funds in to cash-strapped regions, an ailing banking system and rising refinancing costs, its budget showed on Saturday.

Spain's debt as a ratio of gross domestic product will reach 90.5 percent by end 2013, according to the document presented to parliament for approval, almost three times that registered before the property bubble burst in 2008.

The budget aims to make savings of around 13 billion euros ($16.7 billion) next year, largely by deepening already unpopular cuts in public sector wages, education, health and social services, fuelling anti-austerity protests.

"This is an austerity budget, but will serve to help us get over this long economic crisis and once again show that Spain is a trustworthy partner within Europe," Treasury Minister Cristobal Montoro told journalists after delivering the budget.

Spain is at the center of the euro zone debt crisis as nervous investors demand ever higher premiums to hold Spanish debt on concerns the government cannot control its finances in the midst of a deepening recession.

Calls by wealthy northeastern region Catalonia for independence and the rising number of demonstrations on the streets of major cities have stoked doubts Spain can fix its problems without help.

Thousands of protesters gathered on Saturday in Madrid's Neptune plaza, between the Prado Museum and Parliament, for a third time this week to vent anger at politicians they accuse of pillaging the welfare state to bail out badly-run banks.

"This has to change. We have to show them we are not an anti-system minority but represent Spain's discontent and we are many. You only have to see the unemployment rate to see that," said state school teacher, Montse, 44, who was at the march with her unemployed husband and 11-year-old daughter.

Unemployment in Spain is more than double the European Union average, with half of all working-age under-26s unable to find jobs and shattered businesses laying off employees they cannot afford to pay.

Prime Minister Mariano Rajoy has delayed any plea for aid, which would kick-start a European Central Bank plan to buy debt and ease financing costs, though this week has passed reforms and the budget plan in what many see is an effort to pre-empt the likely terms of a bailout.

Rajoy, who said he is considering the conditions behind any aid request, is widely expected to wait until after regional elections in Galicia and the Basque Country before taking any decision.

RISING BORROWING NEEDS

The budget details spending cuts of 3.1 percent in health, 14.4 percent in education and 6.3 percent in unemployment benefits, as the recession, which began in the first quarter, drags on.

Spain will also slash state funding to commerce, tourism and small, and medium-sized companies by 18.8 percent and infrastructure by 13.5 percent.

The government will increase its reliance on international markets for funding next year, with gross debt issuance requirements of 207.2 billion euros, after budgeting in 2012 for gross issuance of 186.1 billion euros.

The cost of financing its debt, as benchmark 10-year bond yields rise to near unsustainable levels of above 6 percent, is expected to increase to 38.6 billion euros, or 3.6 percent of GDP, in 2013, the budget showed.

The Treasury must pay debt redemptions of 159.2 billion euros in 2013, up slightly from 153.2 billion euros in 2012.

The increase in the debt-to-GDP ratio was due the economic crisis and the effect of state instruments on public accounts, the Treasury said in the document.

The instruments include the power deficit bond programme, FADE, the service provider fund for regional governments, Spain's part in aid granted to Ireland, Greece and Portugal and the recapitalization loan for the country's banks, it said.

Brussels on Thursday said the budget was a large step in the right direction. But many economists expressed doubt Spain's conservatives would be able to raise the cash the budget demanded as pension and debt-servicing costs rise.

"My general view is that this is an optimistic budget, in the sense that predictions for the contraction in 2013 are very optimistic," said Xavier Vives, economist at business school IESE, adding he expected the plans to be revised as with every other budget over the last four years.

The budget is based on the assumption GDP will shrink by 0.5 percent in 2013 year-on-year, though most economists expect a deeper slump.

DEFICIT JUMP

Spain will meet its 2012 public deficit target as dictated by European guidelines, Montoro said, but the shortfall will jump by more than one percentage point if aid to its struggling banks were taken in to account.

The Spanish deficit this year would be 6.3 percent of GDP, not including these payments to its banks, he said, but would rise to 9.4 percent of GDP last year and 7.4 percent of GDP this year if the aid was considered.

"Everything within the deficit derived from financial operations aren't included ... they're considered one-offs," Montoro said.

Spain has asked for up to 100 billion euros for its crisis-hit banks, though the debate among Spain's European partners rages over whether that money would go directly to its lenders or first via public coffers.

On Friday, an independent report showed Spanish banks will need up to 59.3 billion euros in extra capital to ride out the economic downturn.

The budget details on Saturday showed Spain's debt ratio included 30 billion euros of the planned 100-billion-euro aid request for the country's banks.

Alternatively, you can hire a Real Estate Attorney to write your offer and reduce the amount of your offer by 2.5% or 3%. This is not likely to work in a hot market or where the seller has more than one offer, why would a seller accept a non standard offer when they have a choice of standard, more likely to close offers?

Read up a bit on ?Ostensible Agency?. There?s LOTS of case law. I?m sure you could call around and find someone with a license who would be willing to do this for the median wage of $21.75 an hour or less. I wouldn?t get in a car driven by someone willing to do this because they are a leading candidate for a Darwin Award.

YMMV, but I do advise you to make your decisions on the basis of how things are rather than the way you wish they were.

Barca invites 3 Palestinians after Hamas boycott

BARCELONA, Spain (AP) -Barcelona has invited three Palestinians to attend the Oct. 7 match against Real Madrid in response to Hamas calling for a media boycott of the club after it gave a complimentary ticket to an Israeli soldier.

Barcelona announced in a statement that it had accepted the Palestinian embassy's request for tickets for footballer Mahmoud Al Sarsak, who was held in an Israeli jail for three years until being released this year following a hunger strike, along with the president of the Palestinian Football Union Jibril Rajoub and the Palestinian Authority ambassador.

The Spanish club also said it invited Gilad Schalit, the Israeli soldier who was held captive from 2006-11 by Gaza Strip militants, after receiving a request for a ticket for him.

Here are a few memorable examples:

US shows embassy bug to expose Soviets

In May 1960, U.S. Ambassador Henry Cabot Lodge accused the Soviets of espionage, producing before the Security Council a wooden Great Seal of the United States which had been presented by a group of Russian citizens at the U.S. Embassy in Moscow. Lodge then extracted a tiny microphone out of the eagle's beak with a pair of tweezers, and said dozens of listening devices had been found in U.S. embassies in communist bloc countries. "From what plays were these props taken and when will it open?" the Soviet delegate responded. Earlier that month, the Soviet Union had shot down an American U-2 spy plane over Russia.

Nikita Khrushchev bangs his shoe

In October 1960, Soviet leader Nikita Khrushchev banged his shoe as he interrupted a Philippine delegate making accusations of Soviet imperialism in Eastern Europe. Khrushchev's granddaughter later recalled the Soviet leader had new tight shoes on, which he had taken off when he took his seat. He had started by banging his fists to protest what the Filipino was saying, until his watch fell off. As he went to pick it up, Khrushchev caught sight of his shoes and decided to bang one of them instead. Amid shouting and jeering from Eastern bloc delegates, the assembly president adjourned the meeting, banging his gavel so hard it broke.

Cuban missile crisis photos

During the Cuban Missile Crisis of October 1962, U.S. Ambassador Adlai Stevenson made something of a TV-age breakthrough when he presented to the Security Council photo evidence of a Soviet missile buildup. Stevenson demanded Soviet representative Valerian Zorin answer whether missiles were being installed, memorably adding he was prepared to wait "until hell freezes over" for the response. Zorin, unprepared for so direct a question, could only reply: "I am not in an American courtroom, sir. ... You will have your answer in due course." Stevenson then unveiled blowups of black-and-white aerial photos of Soviet missile installations in Cuba, large enough to make an impression on the TV audience.

Yasser Arafat brings his gun to the U.N.

When Yasser Arafat spoke at the United Nations General Assembly in 1974, Israel was incensed. But for the Palestinian Liberation Organization leader it represented recognition for their struggle for a Palestinian state. To emphasize his revolutionary credentials, Arafat appeared wearing his gun belt and holster, reluctantly removing his pistol before mounting the rostrum. He told the world body, "Today, I have come bearing an olive branch and a freedom-fighter's gun. Do not let the olive branch fall from my hand."

On Iraq war path, Powell shows vial of 'anthrax'

In a speech he would regret, U.S. Secretary of State Colin Powell on Feb. 5, 2003, unleashed an 80-minute avalanche of allegations that built the case for war against Iraq. Before a hushed Security Council chamber, Powell played intercepted conversations, showed reconnaissance photos of Iraqi sites, and brought out a replica vial of "anthrax." He accused Iraq of hiding chemical and biological weapons and reviving their nuclear bomb project. He said it posed a grave threat to the world. After the invasion of Iraq, it emerged that reports of Saddam Hussein's WMD program were false.

Bolivia's Morales chews a coca leaf

Bolivian President Evo Morales produced a coca leaf during a March 2009 meeting of the U.N. Committee on Narcotic Drugs in Vienna and proceeded to chew it. "This is a coca leaf. This is not cocaine," said Morales, a former coca farmer, as he argued for its legalization. He told delegates he'd chewed coca intensely for 10 years when he was a farmer and it hadn't diminished his health or abilities. "If I was incapable, I would not be president," he said.

Assange mocks Obama via video at U.N. event

UNITED NATIONS (Reuters) - WikiLeaks founder Julian Assange, speaking via a choppy video feed from his virtual house arrest in London, lashed out at U.S. President Barack Obama on Wednesday for supporting freedom of speech in the Middle East while simultaneously "persecuting" his organization for leaking diplomatic cables.

Assange, who has been holed up in the Ecuadorean Embassy since June to avoid extradition, made the comments at a packed event on the sidelines of the United Nations General Assembly.

Assange mocked Obama for defending free speech in the Arab world in an address to the United Nations on Tuesday, pointing to his own experience as evidence that Obama has "done more to criminalize free speech than any other U.S. president."

"It must have come as a surprise to the Egyptian teenagers who washed American teargas out of their eyes (during the Arab Spring) to hear that the U.S. supported change in the Middle East," Assange said.

"It's time for President Obama to keep his word ... and for the U.S. to cease its persecution of WikiLeaks," he said.

Assange's combative comments, plus statements made by Ecuadorean Foreign Minister Ricardo Patino and his other allies at the event, suggested no solution is in sight to the diplomatic standoff surrounding the 41-year-old Australian.

British authorities have surrounded the Ecuadorean Embassy and said if Assange sets foot outside, they will arrest him and extradite him to Sweden to face rape and sexual assault allegations.

Assange's lawyers and Ecuador's government fear that could lead in turn to extradition to the United States, where they say he would face "inhumane" prison conditions and even the death penalty.

Assange, who looked to be in good health as he sat at a desk in front of a bookshelf and addressed the 150 or so people at the event, said Britain and Sweden have so far refused to provide guarantees he would not be extradited to the United States.

U.S. and European government sources have countered that the United States has issued no criminal charges or launched any attempts to extradite Assange.

IN BRITAIN'S COURT

Patino is scheduled to meet with British Foreign Secretary William Hague in New York on Thursday to discuss Assange, and he said there are "multiple paths" that could lead out of the standoff. Yet, in an interview with Reuters following the U.N. event, Patino made clear that Ecuador is not willing to cede much ground.

"The ball's in their court right now," Patino said.

Patino held in his hands a mimeographed copy of an 1880 agreement signed between Britain and Ecuador, which he said prohibits extradition in cases such as Assange's. He said he would show the document to Hague on Thursday.

Patino rigorously defended Ecuador's decision to grant political asylum to Assange, expressing disbelief that Britain is "determined" to arrest the former computer hacker even though he said there are no criminal charges against him. "This means you have reason to suspect he's being persecuted," Patino said.

He said Assange is in relatively good spirits but expressed concern his physical and psychological condition could deteriorate.

"I think of myself, how I'd react in that situation, not being able to go outside, being isolated," Patino said. "It's practically like being jailed."

Italy rocked by corruption, drug scandals

ROME ? Franco Fiorito, a member of the regional council of Lazio, the Italian region that includes Rome, was known ironically among his friends as Batman. It was a nickname he earned when he managed to fall off a Harley Davidson still on a kickstand.

But rather than a superhero, he looks like an actor out of ?The Sopranos? with his slicked-back hairstyle, striped double-breasted suit, bulky figure and bigger than life personality. ??

Fiorito, a member of Silvio Berlusconi?s People of Freedom party (PDL), was accused earlier this month of embezzling at least $1.5 million of public funds to pay for everything from oyster dinners, to hotels, aides and apartments.

Fiorito, who has since resigned, fought the allegations by telling investigators that fellow party members behaved worse than he did ? putting the spotlight on regional president Renata Polverini.

The scandal proved too much for Polverini, who resigned on Monday, and damaged the reputation of Berlusconi?s already weakened party.

She denied allegations of any wrong-doing on her part, but admitted that the scandal had exposed infighting within the PDL party and had stripped the regional council of some legitimacy. ??

But most importantly, it stands as a symbol of a political class that has lost touch with the electorate, and carries on living a lavish lifestyle financed with public funds at a time when most Italians struggle to get by.

?Why did they call him Batman? He sounds more like the joker to me,? said Carla Cecchini, a receptionist from Rome who was waiting at a bus stop in Rome on Wednesday morning. ?He is not even that smart. We know they are all thieves, but this guy didn?t even try to hide it. He is shameless.?

Apparently Fiorito is not as brazen as another member of the regional council.

Only days ago, pictures emerged of a lavish toga party organized in 2010 by Carlo de Romanis, a 32-year- old member of Berlusconi?s party. ?

Romanis organized the party to celebrate his election to the regional council and his return to Rome after eight years working at the European Parliament in Brussels.

The theme of the party, ?Ulysses returns home and fights his enemies,? was taken seriously by his 2,000 guests. ?We got to this point because we deserve it. Instead of going to prison, these people are invited to defend themselves on talk-shows," said Orsenigo, referring to the many TV appearances Fiorito enjoyed after the scandal broke. "As long as these people go unpunished, nothing will change?

More proof of widespread corruption among Italian governmental institutions came on Tuesday, when the head of the postal service in the Italian Senate was arrested for cocaine trafficking, police said.

Orlando Ranaldi, 53, is accused of being part of a criminal gang 10 Italians and Albanians who ran a cocaine ring in southern Rome. While not a politician, Orlando held a managerial position in Italy?s upper house of parliament. ?

?"I only hope that he didn't push inside the Senate," Senator Felice Belisario of the Italy of Values party told Reuters.

Roberta, a housewife from Rome who gave only her first name, jumped to her own conclusions. ??

?They are all living the high life, and I can?t believe the guy wasn?t doing ?favors? to the political elite,? she said. ?

The recent revelations of champagne-filled toga parties, embezzlement of public funds and cocaine heists have only contributed to widening the gap between the political elite and the electorate.?

?Once again we are showing the world how corrupt we are.? But Italians, thank God, are not all like Batman and Ulysses,? Alessandra Scolaro, a website designer and member of the People of Freedom party from the Veneto region, told NBC News. ?The best Italians are those who wake up every morning and go to work. And those who make us proud by raising the bar of Italian creativity in the arts and fashion industries. This is the real Italy.?

While Italians aren?t likely to descend to the squares to protest and try to get rid of the political class the hard way, they will have the opportunity to bring change in the general elections next spring.?

European Commission set to fine Microsoft over 2009 browser compliance breach

The European Commission is planning to fine Microsoft for its failure to adhere to a 2009 ruling that required the software giant to offer customers a choice of default web browser. The EU Competition Commissioner, Joaquin Almuni, advised the press that a formal proceeding into the breach -- which Microsoft itself acknowledges -- has begun. Reuters reports that should Microsoft be found on the wrong side of the law, that the resulting fine could be as much as 10 percent of its global turnover. Whether the end sum would be as high as this remains to be seen, but given recent events, you can expected some hurried shuffling of paper in Redmond's accounts department.

WHO Offers Countries Help on Reporting SARS-Like Virus

The World Health Organization has issued a second global alert about a new coronavirus strain that has killed one person and infected another, encouraging healthcare providers to be on the alert for cases of severe respiratory infection among those who have been in the Middle East.

The organization is being proactive about a potential outbreak of a SARS-like virus. In this new update to its previous global alert, the group outlined how it?s increasing its protection efforts.

The alert says WHO is coordinating with and giving guidance to health authorities and agencies in member?countries, as well as targeting labs that have knowledge on coronaviruses.

A few days ago WHO issued its first global alert after it was found that a 49-year-old Qatari man was being treated in London for a new form of the coronavirus. Earlier this year another man from Saudi Arabia died of a similar virus, and health officials began speculating about the disease possibly circulating in the Middle East.

Although this new coronavirus is not SARS, it has some of the same symptoms as the severe acute respiratory syndrome virus that killed 774 and sickened about 8,000 in 2003. Coronaviruses, some of which cause the common cold, affect the upper respiratory tract and sometimes the lower tract, as well as the gut.

Six people in Denmark were recently suspected of having the virus, but Reuters reports they?ve all been cleared after being tested?at least five had the flu, according to Danish health officials.

?International efforts are being stepped up across all WHO six regions to ensure an appropriate and effective response with a WHO specialist team in daily contact with more than a dozen international and regional technical partners,? a news release said.

It added that the organization is also working closely with Saudi Arabia in its efforts to ensure the health of people visiting the country for Hajj, the annual pilgrimage to Mecca, at the end of October.

He's done it. After five Grand Slam finals and four years of heartbreak and pain, Andy Murray, the man who many said would never win a major championship, has beaten Novak Djokovic at the US Open final in New York City.

The match was a titanic battle, lasting five sets and nearly five hours as every point mattered. Eventually, however, after winning the first two sets and losing the following two, Murray served for the championship and became the first British man to win a Grand Slam in 76 years. It was in fact 76 years to the day since Fred Perry won his last major final, also at the US Open.

The man himself said, after the match: "I am just so relieved to finally have got there and I can put this one behind me and hopefully win more," he continued, "I think just proving it to myself is probably the most pleasing part about tonight, because there were times when I didn't know if I was going to be able to do it."

So, what does Andy Murray's glorious victory have to do with kilts? Maybe not a huge amount apart from the fact that Murray is a born and bred Scot. Tesla Motors rolling out ultra-fast Supercharger electric car charging stations

The locations can charge Model S vehicles several times faster at no cost to owners

Tesla Motors, the electric car manufacturer started by SpaceX and PayPal co-founder Elon Musk, has unveiled an ambitious plan to place what it calls Supercharger stations across the U.S. for use by owners of its vehicles. Debuting in California this month, the stations are designed to fully charge Tesla's Model S sedan in about an hour, providing them with enough charge in 30 minutes to travel 150 miles.

Six of the stations, which are free to use for Tesla owners as long as they have their vehicles, are planned for California and will be laid out in such a way as to fall within each others' driving radius. That way, Model S owners can simply plan their route around them on long road trips. The long-term plan is to eventually cover the U.S. in the stations. 100 are planned to open by 2015.

The Supercharger connections deliver 90 kilowatts of electricity strait to the Model S battery, bypassing the car's charging system in the process. Tesla says this allows one outlet at the stations to provide nearly four-and-a-half times the current of two standard Model S charging setups. There's no word on how much it's costing Tesla to operate the stations, but we have to imagine the electric bill's going to be out of this world.

The Most Anti-Environmental Congress in U.S. History Seeks Reelection

With all the climate-related disasters that unfolded this year?wildfires and floods and extreme heat, not mention the Arctic sea ice that melted to a record low level?you would think that Congress might get the message that action on climate change is a necessity.?

Did they??Definitely not. Since January 2011, one out of every five votes in the U.S. House of Representatives was to undermine environmental protections?315 votes out of a total of 1535.

This makes the current U.S. House of Representatives the most anti-environment Congress in history, according to a report by Rep. Henry Waxman (D-CA), a member of the Committee on Energy and Commerce, and Rep. Edward Markey (D-MA), from the Committee on Natural Resources.?

The votes weren?t cosmetic either?they were efforts to weaken environmental oversight legislation like the Clean Air Act, a forty year old law that regulates air pollution, which the Environmental Protection Agency has estimated will prevent 230,000 pollution-related early deaths by 2020, and provide more than 2 trillion in economic benefits.?

The House?s anti-environment votes largely fell along party lines, according the report: 94 percent of Republican members voted for the anti-environment positions, while 87 percent of Democratic members voted for the pro-environment positions.?

Here?s a rundown of the most egregious voting patterns, care of Representatives Waxman and Markey: ?

-?77 votes were to undermine Clean Air Act protections and ?block EPA regulation of toxic mercury and other harmful emissions from power plants, incinerators, industrial boilers, cement plants, and mining operations.?

-?39 votes were to weaken protection of public lands and wildlife, including removing protections for certain over-exploited or endangered species like wolves and sea turtles.

- 31 votes were to undermine Clean Water Act protections, including votes ?to repeal EPA?s authority to stop mountaintop removal mining disposal; and to block EPA from protecting headwaters and wetlands that flow into navigable waters.?

- 37 votes were to block action to address climate change, ?including votes to overturn EPA?s scientific findings that climate change endangers human health and welfare,? and ?to prevent the United States from participating in international climate negotiations; and even to cut funding for basic climate science.?

Yes, that?s right. Republicans in the U.S. House of Representatives want to overturn EPA?s scientific conclusion that climate change endangers human health and welfare.

That climate change is real and caused by human activity is a conclusion shared by 97 percent of scientists. The remaining three percent? Skeptics whose level of expertise is far below that of their peers.

Manmade climate change impacts human health and safety?that much can be deduced by the average American who has suffered extreme heat waves. But if that?s not enough, a report from the National Institutes of Health paints a terrifying picture of how climate change endangers human health?excruciating heat, degraded air quality, flooding, and an increase in bacterial infections, to name a few. ?

Unsurprisingly, the oil and gas industry has emerged as a big winner in the slew of anti-environment votes in the House. Since 2011, the House voted 109 times to implement policies that enrich the oil and gas industry, including votes to block clean energy development, fast-track the Keystone XL pipeline, and weaken environmental, public health, and safety requirements for oil companies. ?

Common Dreams points out that Republicans were the overwhelming recipients of campaign contributions from oil and gas companies?they raked in four times the amount of money from Big Oil than their Democratic counterparts.

So it should come as no surprise that on Friday afternoon, the GOP majority passed the ?Stop the War on Coal Act,? H.R. 3409, which would significantly weaken regulations that protect our air, water, and natural environments from over-pollution by coal fired power plants and other industries.

Despite the fact that the Senate will almost certainly strike it down, according to the New York Times, and that President Obama has already threatened to veto it, the one hundred twelfth?House of Representatives decided to leave their chambers with a bang?after passing the Act, the House adjourned until mid November, off to campaign for reelection on a full time basis.

Between now and Election Day, we might do well to remind them that they work for the taxpayers?all of whom will be experiencing the effects of climate change in the future.

Suicide bomber kills 2, injures 46 in Nigeria

BAUCHI, Nigeria (AP) ? A suicide car bomber attacked a Catholic church conducting Mass in northern Nigeria on Sunday, killing two people and wounding another 46 in a region under assault by a radical Islamist sect, officials said.

An Associated Press journalist heard the explosion after 9 a.m. Sunday in the city of Bauchi, which has seen a number of bombings and shootings blamed on the sect known as Boko Haram. The blast appeared to hit a parking lot alongside the St. John's Catholic Church in the city.

Police and military surrounded the church and did not allow journalists inside the cordon. Later at a nearby hospital, Bauchi deputy police commissioner T. Stevens told journalists told that the bomber had been stopped at the church's gate, where he detonated the explosives packed inside his car.

Doctors cautioned more could die from their injuries.

"The situation has been brought under control," Stevens said. "We have our men minding all areas."

Stevens said no group or individual had claimed responsibility for the attack, though suspicion immediately fell on Boko Haram. The sect, whose name means "Western education is sacrilege" in the Hausa language of Nigeria's north, has been waging an increasingly bloody fight against nation's weak central government. More than 680 people have died in drive-by killings and bombings blamed on Boko Haram this year alone, according to an AP count. The sect has demanded the release of all its captive members and has called for strict Shariah law to be implemented across the entire country.

The sect has used suicide car bombs against churches in the past, most noticeably a 2011 Christmas Day attack on a Catholic church in Madalla near Nigeria's capital. That attack and assaults elsewhere in the country killed at least 44 people. An unclaimed car bombing on Easter in Kaduna killed at least 38 people on a busy roadway after witnesses say it was turned away from a church.

Attacks against churches by the sect have waned in recent weeks. Nigeria's military claimed it killed the sect's spokesman and a commander Sept. 17 outside the city of Kano, potentially shaking up a sect that has continued attacks despite a tighter military presence in northern cities.

The killing of members of the sect's senior leadership comes as the group recently changed some of its tactics and attacked more than 30 mobile phone towers throughout northern Nigeria, disrupting communications in a nation reliant on cellular phones.

Saturday night, the military conducted door-to-door searches in the northern cities of Damaturu and Potiskum, areas now under a 24-hour curfew that have been hard-hit by the sect.

Makkah seeks to build renewable energy plant

Riyadh: Makkah is working toward becoming the first city in Saudi Arabia to operate a utility-scale plant generating electricity from renewables.

The city on January 5 plans to select from a group of at least 20 bidders competing to build and operate facilities producing 385 gigawatt-hours per year of power, including 100 megawatts of solar capacity, Mayor Osama Al Bar said.

?No city in Saudi Arabia owns power-generation assets, and we want to be the first city that owns power plants and hopefully the first in the Muslim world,? Al Bar said in an interview on September 16 in Riyadh.

The plans are the latest indication that the kingdom is stepping up efforts to diversify its sources of energy as economic and population growth threaten to erode Saudi Arabia?s status as the world?s biggest oil exporter.

The central government is seeking $109 billion (Dh400.3 billion) of investment for building a solar industry, aiming to get a third of Saudi Arabia?s power from the sun by 2032 compared with almost none now. The target is almost as much as the $136 billion invested worldwide in solar energy last year, according to Bloomberg New Energy Finance.

Makkah?s programme complements that work and may provide a guide for other Middle Eastern cities on how to adopt the technology, Adnan Amin, director general of the International Renewable Energy Agency, said.

?The project is very visionary as Makkah has special significance around the world,? Amin, from the Abu Dhabi-based industry organisation, said in London on September 18. ?The case is very simple. In 25 years, they [Saudi Arabia] could become net importers of energy. That makes renewables comparatively cheaper.?

Makkah is located 70 kilometres inland south of the Red-Sea port of Jeddah. The city has around 2 million residents and it hosts more than triple that number every year.

Saudi Arabia depends on oil for 86 per cent of its annual revenue and is accelerating exploration for natural gas and planning to develop solar and nuclear power to preserve more of its valuable crude for export. Less than 1 per cent of its energy came from renewables last year, according to data from BP Plc.

The nation gets more than twice the sunshine of anywhere in Europe and about as much as the brightest parts of the south-western US Research at the King Fahd University of Petroleum & Minerals in Dhahran estimated Saudi solar radiation between 4.5 to 7 kilowatts per square metre a day in the Kingdom. Greece by comparison measured 1.7 kilowatts, according to the European Photovoltaic Industry Association.

The Saudi programme is being managed by the King Abdullah City for Atomic and Renewable Energy, a government-backed institution independent of the energy ministry and Saudi Arabian Oil Co., the state oil company known as Aramco.

In Makkah, groups competing for the work include Saudi Binladin Group and ACWA Power International, the mayor said. Work on the project should start in June next year with completion within five years.

Some of the facilities will be fuelled by a mix of fossil fuel, wind, or biomass, Al Bar said. The electricity from the project will be used for lighting and in 35 tunnels, helping defray some of the 100 million riyals (Dh97.69 million) a year Makkah spends on electricity. The province is the biggest power consumer among Saudi Arabia?s 13 regions.

?We are open to all options, but solar must be there and then other renewable sources can go into the mix,? he said. Makkah produces 4,000 metric tonnes a day of garbage that also can be fed into power plants, Al Bar said.

Growing electricity demand

Saudi Arabia?s electricity demand is growing 8 per cent a year to keep up with a 3.2 per cent annual increase in the population, which numbered more than 25 million in 2011, according to government figures. Makkah hosted 5.8 million pilgrims in the first nine months of this year and expects another 1.8 million visitors by the end of 2012.

The Kingdom aims to generate as much energy from solar cells as it pumps out of the ground to export in the form of crude, Oil Minister Ali Al Naimi said in a speech in Poland in June 2011. He said the nation has the potential to produce enough solar power to meet four times current world electricity demand.

The developer on the Makkah solar contracts will be able to operate the plants until it can recoup its investment, the mayor said. The bidder offering the shortest contractual period will win the business, according to Makkah?s municipal authorities.

?During the build-own-transfer contract duration, generators will be selling electricity to Saudi Electricity Co., and after the contract ends, the city will own the power plants and it will sell electricity just like any other independent producer in the country,? he said.

The Kingdom currently has about 3 megawatts of solar installations, trailing Egypt, Morocco, Tunisia, Algeria and the UAE, according to Bloomberg New Energy Finance.

The Saudi government targets 41,000 megawatts of solar capacity within two decades. That would save as much as 523,000 barrels a day of oil equivalent, according to Ka-Care.

That target is ?not just a short-term measure to meet energy demand,? Amin of the Irena industry group said.

?It?s a strategic approach through which Saudis are slowly beginning to compensate for internal consumption and to develop the possibility that they can become exporters of renewable energy, particularly solar,? he said. ?It?s at the beginning point, but it?s happening.?
