Refinery blast kills 19 in Venezuela, dozens hurt

CARACAS, Venezuela (AP) ? A huge explosion rocked Venezuela's biggest oil refinery early Saturday, killing at least 19 people and injuring more than 50 others in the deadliest disaster in memoryfor the country's key oil industry.

Balls of fire rose over the Amuay refinery, one of the largest in the world, in video posted on the Internet by people who were nearby at the time.

Those killed included a 10-year-old boy, and at least 53 people were injured, Falcon state Gov. Stella Lugo said on state television. She said firefighters had controlled the flames at the refinery on the Paraguana Peninsula in western Venezuela, where large clouds of smoke were rising.

"The areas that had to be evacuated were evacuated," Lugo said, according to the state-run Venezuelan News Agency. "The situation is controlled. Of course they're still a fire rising very high, but ... the specialists tell me there is no risk of another explosion."

The blast occurred after 1 a.m. when a gas leak created a cloud that ignited, Oil Minister Rafael Ramirez said. Some nearby houses were damaged by the blast, he said on television.

"That gas generated a cloud that later exploded and has caused fires in at least two tanks of the refinery and surrounding areas," Ramirez said on state television. "The blast wave was of a significant magnitude."

Images in state media showed the flames casting an orange glow against the night sky. One photograph showed an injured man being wheeled away on a stretcher.

Ramirez said oil workers will determine what caused the gas leak and were inspecting the damage along with troops. He said supplies of fuel had been cut off to the part of the refinery that was still in flames.

Troops were securing the area at the refinery, Lugo said.

Vice President Elias Jaua said on his Twitter account that the military was deployed to the area and that air ambulances were dispatched to ferry the wounded. The defense minister was traveling to the refinery along with Ramirez and other officials, Jaua said.

Amuay is part of the Paraguana Refinery Complex, which also includes the adjacent Cardon refinery. Together, the two refineries process about 900,000 barrels of crude a day and 200,000 barrels of gasoline. It was unclear to what extent the explosion might affect oil shipments from Venezuela, a member of the Organization of Petroleum Exporting Countries.

This meant that the more popular form of race rallying was absent from the UK. In 1951 the Royal Automobile Club Rally was made into an international event. The event featured more technical rally challenges such as navigation, night map reading and maneuverability tests. This limited its popularity. In 1961 a breakthrough was made when Jack Kemsley successfully petitioned for the opening of public roads under Forestry Commission control. Today the Rally GB is a popular international event.

Today's top drivers and manufactures compete in the World Rally Championship, a series organized by the F?d?ration Internationale de l'Automobile. Many countries also host their own national championship races. The season typically consists of 13 rallies and there is a Driver and Manufacturer champion crowned, based on points earned during the season.

How to Teach a Horse the Rules of the Road

Last week, just outside of Popular Mechanics? headquarters in midtown Manhattan, a carriage horse named Oreo broke loose of its carriage and began running amok around Columbus Circle near Central Park. The horse injured three people before officers could tranquilize it.

Although horse-drawn carriages are common on the streets and avenues of midtown Manhattan, it?s rare to hear about a serious accident involving a carriage and a car. In fact, in the past 30 years, only three horses have died because of car-related collisions in New York, though a series of minor accidents have led some activists to call for a ban on horse-drawn carriages.

All of this brings up the question: Just how do you teach a horse the rules of the road and share it with those loud, exhaust-belching cars?

Amish Country

Stephen Malone, a carriage driver and spokesperson for the Horse and Carriage Association of New York says that most of the horses in the city were raised around cars, people, and roads before ever setting hoof in Manhattan. "The horses mostly come from Amish country [in Pennsylvania]," he says.

The Amish mostly used the horses for long-distance drives on reasonably populated roads, but that doesn?t always mean that a horse will take well to city life?it depends a lot upon the horse?s personality too.

Malone, for instance, recently made a trip to Pennsylvania to bring back two horses for training in the city. The previous owners warned him that one of the horses was "more spirited" than the other and probably wouldn?t take well to working in a metropolis. Malone actually found just the opposite. The calmer horse of the two "didn?t take well to the city," and before he made his first ride, he was sent back to Pennsylvania. The bulk of a carriage horse?s day is spent waiting around for its next passengers, so if a horse?s temperament isn?t calm enough to stand in one place for an extended period of time, it won?t do well in the city.

Usually, the first few weeks of a horse?s life in New York are spent in either in the stables or out for cautious, sometimes passengerless rides around midtown. Malone will take out as many as three other footmen with him when first breaking in a new carriage horse. "I?ll have two or three guys on either side of the horse when I first take them out," Malone says. "It?s all about safety."

John McNally, a Central Park carriage driver, says the rules of the road become deeply ingrained into all of the 68 horses allowed on New York City streets each day and night. After a few weeks of driving passengers in the city and being steered by their driver's reigns, the horses get the hang of stop-and-start city driving. "Usually it doesn?t take too long [for a horse to acclimate] because they?re already used to traffic patterns," he says.

Still, you can?t train an animal for everything that it might see in the big city. In Oreo?s accident, the horse got spooked after construction workers threw debris from some scaffolding as Oreo and his carriage trotted by. The unfamiliar noise startled the horse and he jackknifed. The driver got down to lead the horse by his harness, but Oreo ripped out of his carriage and bolted down the street.

But even out on his own, Oreo?s training came in handy, Malone says. The horse stopped in a line of cars waiting at a red light, allowing a few bystanders to lead the horse out of traffic and onto the sidewalk.

Equine Litigation

Can a horse get a ticket? It surely comes as no surprise to cyclists who?ve been ticketed for traffic violations, but yes, New York treats horse-drawn carriages much the same ways as the cars they share the roads with. The carriage owner is legally liable, as you would be if you rear-ended another car. "We have to pay a lot in insurance," Malone says.

The police department makes no distinction between what Malone calls incidents and accidents. A horse dropping its carriage and stalling traffic but not injuring anyone is classified as an accident the same way a collision is. "Once they [the horses] are moving, of course you can get ticketed," McNally says. "It is like a car. There are many ways you can get ticketed."

Of course, this isn?t the way it is with animal/car road-sharing around the world; cows famously have the right of way on India?s infamously treacherous roads. But generally, the U.S. has strict laws governing how animals used for transport are treated. The American Society for the Prevention of Cruelty to Animals is responsible for monitoring the health of Central Park carriage horses throughout the year. New footmen must go through a difficult class and test with the New York City Department of Health before they can get on the road as apprentices.

Wicomico GOP committee protests school board selection process

SALISBURY -- The Wicomico County Republican Central Committee is still upset that none of the nominees they sent to Gov. Martin O'Malley for a vacancy on the Board of Education were selected.

Dave Parker, chairman of the central committee, doesn't understand why and said the group is advocating for ways to cut state officials out of the process. The group released a statement with their complaints weeks after the most recent appointment of Kim Hudson.

"We don't think the governor of Maryland should be naming members to the Board of Education in Wicomico County," Parker said.

Hudson's appointment was announced Aug. 2, after she bypassed the committee and applied directly to the state. She was interviewed twice by officials from the Governor's Office of Appointments.

The spot on the seven-member board was vacated when Michelle Wright resigned earlier this year. Wright intended to serve her full five-year term through 2016, but said new financial disclosure requirements in the state's ethics law forced her to make a choice between her desire for public service and her family's right to privacy.

Following her resignation, the Wicomico County Republican Central Committee recommended Marc Kilmer, Ann Suthowski and Cathy Keim for the post in a letter sent to the governor in June, according to Parker. Whenever a Republican or Democrat is up for appointment to the BOE, suggestions are made by each party's central committee.

The Governor's office maintains it selected the best candidate -- regardless of political affiliation.

"First of all, we feel like Kim Hudson is very well qualified for the position," said Takirra Winfield, press secretary for O'Malley. "She is also a parent of children who are in the school system and in terms of openness and transparency, our office doesn't control the local process where names are submitted."

In addition to being a co-founder of Parents in Action, being involved in the PTA and advocating for school funding, Hudson works part-time at Salisbury University in the Perdue School of Business, providing reception services for the Franklin P. Perdue Museum of Business and Entrepreneurship. She also writes a free-lance column on parenting issues for The Daily Times.

Winfield said the governor's office has allowed those people who aren't selected by the central committee or who wouldn't be eligible because they aren't affiliated with that political party to apply.

"Anybody in the state who feels they want to step up and serve can apply. That has always been the process and that will continue to be the process," Winfield said. "The governor didn't ask for any additional people and there was no shady back-and-forth process. We felt she was the most qualified for the job and that's all it is."

Even if the governor appointed the strongest candidate regardless of political party, Parker said the RCC wants to see a reduction of political pandering in the education system and more local control.

"The state controlling what the county does is really our issue, particularly in education," Parker said. "The last two years have been very frustrating."

Last year, Parker said he was equally upset with the process after the RCC nominated three Republicans to the BOE, two of whom were appointed. The problem, Parker said, lies in the fact they were interviewed and similarly nominated by the Wicomico County Democratic Central Committee.

While one may think a show of bipartisan support would be a good thing, Parker doesn't like that the DCC was allowed to interview registered Republicans.

"Asking Democrats to interview Republicans really seems to be out of line," Parker said.

One of the pathways Parker and others in the county have supported for removing the governor's input into Board of Education appointees is to move from an all-appointed school board to an elected one.

The Wicomico County Council has requested local members of the Maryland General Assembly introduce and support legislation to move to an all-elected board or a hybrid system in which some members would be elected and some would be appointed.

While the legislation has been introduced in previous sessions of the general assembly, it has never made its way to the governor's desk.

The legislation would not change the format immediately; it would give the Wicomico County Council a better idea of what county residents wanted for their Board of Education. If a majority of the voters indicate a desire for an elected school board, then the County Council would have to begin that process.

Because of a lack of success this year in getting the question on the ballot, the next time county residents could give their input would be during the 2014 gubernatorial elections.

Caution from property owners on Somerville's Union Square urban renewal plan

Although city officials say the $90 million Union Square Revitalization plan is years from being fully completed ? and has yet to be approved by the board of aldermen in the first place ? square property and business owners are still wary of the urban renewal plan?s implications.

?Obviously we would be interested, as owners of property, to participate in the developing of property,? said Michael Fields, who is a member of the corporation that owns the Royal Hospitality site. ?What would be unacceptable to us would be if the city took our property and turned around and sold it to other developer.?

Fields is part of ZPF LLC, which owns the 112,000 square foot parcel that houses Royal Hospitality Services, a large commercial laundry facility. According to zoning documents, the city and Royal Hospitality signed an agreement in 2009 that would require the laundry to cease operations there in 10 years to make way for development more in line with new zoning laws, which allow for the kind of mixed-use residential development outlined in the new urban renewal plan.

Fields said that agreement allows the property to continue being used as laundry for the duration of that period and wanted officials to acknowledge that. But he was excited about potential development at the square.

?I?m an optimist, I love the city of Somerville and believe it?s a great place,? Fields said. ?I understand the potential of Union Square and believe in that potential, and I?d like to be a part of it.?

The revitalization plan would cover 2.3 million square feet and estimates more than 4,300 net new jobs and 850 net new housing units over its 20-year timeframe. The goal is to ?increase the commercial tax base in the Revitalization Area to finance public improvements in the short term and secure fiscal self-sufficiency for the city in the long term,? according to the plan.

David Hamparian, who?s owned the Union Square Smoke Shop for 21 years, says they have been talking about revitalizing the square for years so he doesn't know what to make of the latest round and has no idea what to expect. The city has not approached him?and he won't worry about it until he can see a timeline for construction and development, he said.

"Who knows? They haven't come up with any concrete plans," he said.

He is concerned about rising taxes and affordability of the area, however.

"Property taxes will go up and that's only good if you're selling and moving out. It's not so good for middle income and elderly people who are here," he said.

Frank Golden, owner of the 42-year-old Midnite Convenience store is glad the Green Line is finally coming here.

'It will of course create more business and foot traffic," he said.

He?said given that Union was Somerville's first square and is home?to Prospect Hill and the first flag that it is only right that it be revitalized, but?he is?reserving comment until he sees more concrete plans on the changes coming.

"It depends on what they do. I don't think anything is etched in stone yet,' he said.

Like Royal Hospitality, Midnite Convenience and Union Square Smoke Shop are listed in the plan as ?Acquisition Properties,? a group of more than 30 parcels in the area that includes the Post Office, the Dunkin? Donuts, the Goodyear, Prospect Iron, the Reliable Market and Ricky?s Flowers, among others. The plan calls for the city or a developer to purchase and redevelop the properties, which are believed to have a value of $26 million.

But the plan needs to first be approved by the board of aldermen and then the state, said mayoral spokeswoman Jackie Rossetti. And for the immediate future, city officials are concentrating on acquiring properties only in area D-2 of the plan, which contains the Prospect Iron site and its parcels, Empire Marble and a large vacant lot. That?s the area the city has agreed to purchase and allow the MBTA to build on in order to construct the Union Square Green Line station, which officials say will be ready by 2017.

?There?s no definitive timeline for other blocks,? Rossetti said. ?The entire plan is for 20 years.?

The urban renewal plan calls for ?dynamic mixed use,? Rossetti said, and the acquisition properties are generally industrial use or car repair shops or businesses that ?don?t fit in the vision of the future of the square.?

Asked whether she thinks the revitalization will be exciting or worrisome, Union Square resident Margarita Lima said, "A bit of both."

Lima, who was shopping in the square on Aug. 21, said her concerns include increasing traffic and rising rents?but she is hopeful the city will use local labor and that the retail sector will grow providing more local jobs.

"They say it will be like the South End, which is nice, but I don't want it to it to grow too fast," she said. "I will be disappointed to see some of the old stuff go away."

Fields said what he knew of plans for the area was for more residential and fewer commercial developments, with the light industry that defined the square in decades past dying out.

?They?ll make it more gentrified, make it more like Cambridge,? he said.

Arctic ice set to hit record low

Arctic sea ice looks set to hit a record low by the end of the month, according to satellite data.

Scientists at the US National Snow and Ice Data Center said data showed that the sea ice extent was tracking below the previous record low, set in 2007.

Latest figures show that on 13 August ice extent was 483,000 sq km (186,000 sq miles) below the previous record low for the same date five years ago.

The ice is expected to continue melting until mid- to late September.

"A new daily record... would be likely by the end of August," the centre's lead scientist, Ted Scambos, told Reuters.

"Chances are it will cross the previous record while we are still in ice retreat."

'Rapid melt'

Sea ice extent refers to a measurement of the area of Arctic Ocean that contains at least some sea ice. Areas with less than 15% are considered by scientists to mark the ice edge.

In its latest summary, the centre said the average rate of ice loss since late June had been "rapid", with just over 100,000 sq km melting each day.

However, it added, the rate of loss doubled for a few days earlier this month during a major storm.

Responding to the latest update, Prof Seymour Laxon, professor of climate physics at University College London, said that he was not surprised that 2012 was set to deliver a record minimum.

"We got very close to a record minimum last year," he told BBC News.

"The fact that Cryosat showed thinner ice last winter, it is not surprising to me that it looks like we will have a record minimum this year."

Cryosat is a radar spacecraft operated by the European Space Agency (Esa) that was launched in 2010 to monitor changes in the thickness and shape of polar ice.

Prof Laxon added that this year's projected record minimum could result in a change in projections of when the Arctic would be sea ice-free during summer months.

"The previous [Intergovernmental Panel on Climate Change] report (published in 2007) stated that the likely date for an ice-free Arctic in the summer - and definitions for this vary a bit - was 2100," he explained.

"When we had the 2007 minimum, that date was brought forward to 2030-2040.

"The fact that we look set to get another record ice minimum in such a short space of time means that the modellers may once again need to go and look at what their projections are telling them."

Arctic sea ice plays a key role in help keep polar regions cool and helps control the global climate system.

The white surface of the ice reflects about 80% of incident sunlight back into the atmosphere, or into space.

When the sea ice melts, it exposes more of the dark ocean surface, resulting in 90% of the sunlight being absorbed, which warms the Arctic ocean.

OAKLAND, Calif. ? City and AT&T officials said Monday they have identified and are working to fix a problem with the city?s unreliable public safety radio system that failed during a protest when President Obama was in Oakland last month.

A city-commissioned report released in mid-July found that the $18 million radio system launched last year has been plagued by poor reception, unclear audio and speaker problems and that ?numerous improvements are required? to bring it up to par.

City officials on Monday said the problem stems from interference from AT&T cell phone towers, and antennas on 16 towers have been temporarily disabled while the problem is addressed.

?AT&T is working closely with the city of Oakland to understand if the issues they?ve raised are connected in any way to AT&T?s network,? said AT&T spokesman John Britton.

AT&T has temporarily suspended the 2G (850MHz) network on the affected sites, but is still operating the more powerful 2G (1900 MHz) network on another frequency. No changes have been made to the 3G or 4G networks, Britton said.

?We haven?t seen a customer impact,? he said. ?(The network that is shut down) is the oldest technology out there. The majority of our customers have switched 3G or 4G.?

The move to fix the problem comes less than a week after the Federal Communications Commission began a probe into the problems. After testing, city and AT&T engineering teams determined that one cell site in particular, at East Ninth Street, has been ?causing significant interference? to the city?s radio system.

On July 23, following President Obama?s fundraiser at the Fox Theater in downtown, officers lost communication with dispatchers for about 30 minutes while about 100 protesters marched downtown. The troubles, caused by a broken cooling system in an antenna installation, didn?t impact the department?s ability to police Obama?s visit or the protests, police said. Last year, an officer struggling with a suspect wasn?t able to radio for help.

Police say the new system proved troublesome from the start and is unreliable.

City Administrator Deanna Santana has acknowledged persistent radio problems but said the city isn?t ready yet to scrap the system in favor of a regional system expected to come online in September. That system will use the same technology and includes 40 agencies in Alameda and Contra Costa counties.

A Jesuit college in Bangalore is sheltering people from northeastern India in the wake of rumors that Muslims would attack them in retaliation against Assam violence.

St Joseph's Arts and Science College has vacated some classrooms to accommodate the panic-stricken people from northeast. The college also has arranged extra security for their safety.

Rumors spread after clashes between Bodos and Muslim settlers in Assam had claimed at least 79 lives and driven some 400,000 people to 235 relief camps.

College principal Fr Daniel Fernandes told the people that the rumors were false and they should not leave the city.

The priest told them to be safe inside the college and added that the college has given ?safest place? for girls.

The college also organized a meeting on Thursday to assess the situation in the wake of reports that thousands of people from northeastern India have fled the southern Indian city fearing attacks on them.

Some 600 people, mostly from the region, attended the meeting where leaders from six Muslim organizations assured them no Muslim would attack them during Ramadan. The Muslims groups also said they have deputed thousands of their cadres all over the city to prevent any attack on northeast people.

Protection of northeast people was the main theme of sermon during Friday prayers in all mosques in the city.

Meanwhile, an organization helping northeast people living in Indian cities has accused Hindu radicals for spreading rumors.

?We suspect the hand of invisible communal forces of Hindutva,? the North East Support Centre and Helpline said in a statement August 17.

The helpline, which helps people from the northeastern Indian fight racial and gender-based violence, said social experts have blamed groups such as Bhagat Singh Kranti Sena (Bhagat Singh revolutionary force) for spreading the rumors.

The Sena members, it added, used text messages and the social media networking site facebook to warn that Muslims were planning a massive attack on the northeast people after the Eid celebrations and that they should leave places such as Bangalore.

Eid falls on August 20 this year.

Jesuit social activist Fr Walter Fernandes, who is part of a team assessing the situation in Bangalore, has pleaded the northeast people in the city not to panic.

The priest, who has worked in northeastern India for years, said when a civil society person in Bangalore contacted a number provided in the SMSes and facebook for assistance someone claiming to be the head of the Sena said that he did not have any details but had only heard of attacks.

Inquiries also found as false another rumor seven people from northeast were killed at two places on the outskirts of Bangalore, the priest said.

?You supporters of Bangladeshis, if you do in Delhi what you are doing in other places we will break both your hands and legs,? the message on the social media site said.
