The ball has a little screen which, when a child is done playing, reveals a code that's entered into the online world. The obvious goal is to get kids, like the ones at the Henry Street Settlement after-school program on Manhattan's Lower East Side, to be motivated enough by the video game to want to run outside and play.

"I want to be the highest level so I can earn more money for my character. Run faster, try harder, and try to use the ball as much as I can," 9-year-old Devin Justiniano said.

FunGoPlay is going to use its work at Henry Street Settlement to create a pilot program that could be used in schools and other after-school programs around the country.

There are other video games that tries to encourage physical activity, but FunGoPlay tries to stand out by using more traditional athletic equipment.

Unions claimed massive participation in the 24-hour stoppage protesting what they claim to be the latest dose of bitter medicine Prime Minister Mariano Rajoy's conservative government has prescribed to appease European Union overseers and jittery investors watching Spain's debt grow and its GDP shrink.


Police arrested a number of protesters in Madrid, while small-scale violence flared in Barcelona, Spain's second city. Tourists were locked out of the Alhambra, a 14th-century Moorish palace in the southern city of Granada which is one of Europe's great cultural monuments.

The unions demanded a "gesture" from the government to scale back the reforms, warning they could cause more unrest from May 1.

The government quickly said no, and downplayed the impact of the strike, which failed to bring the country to a standstill. "There is no stopping on the path to reform," Labor Minister Fatima Banez said.

In fact, the government will on Friday serve up even more austerity pain with a 2012 budget to feature tens of billions of euros (dollars) in deficit-reduction measures.

Andrino lives with his parents and brother, the latter the only one to be employed, with a part-time job.

"We are going through a really hard time, suffering," he said. "The rights that our parents and grandparents fought for are being wiped away without the public being consulted."

General Workers Union Secretary General Candido Mendez put average participation at midday at 77 percent but said that it was 97 percent in industry and construction. "This strike has been an unquestionable success," said Mendez.

Some statistics, however, suggested the strike had not brought the country to a standstill.

Electricity consumption ? a measure of industrial and commercial activity ? was down by 17 percent at mid-morning, according to the Interior Ministry. That is slightly less than during the last general strike in 2010, which was deemed only partially successful.

Investors are worried about prospects for continued, widespread social unrest of the kind seen in bailed-out Greece. But management professor Jose Ramon Pin of IESE Business School said this will not happen in Spain because people reluctantly accept that the country needs a radical economic makeover.

"This country is in no mood for taking to the streets," Pin said.

One of the strike's most noticeable effects was on public transportation, with unions guaranteeing only around 30 percent of normal service at rush hour times.

"We're offering the government a chance to start a different path (of reform) in search of wider consensus," Ignacio Fernandez Toxo, head of Spain's largest union Comisiones Obreras said. "If not there will be rising social conflict."

?The main airline, Iberia, canceled 65 percent of its flights.

By mid-morning, 402 flights had been canceled, National airport operator AENA said. Minimum services decreed by law ensured that 1,675 flights would operate ? less than half of the average daily amount of more than 4,500 flights.

Boomerang Generation: Is Generation Y Hurting the Economy ...

On the March 28, 2012 episode of Marketplace, economist and commentator Todd Buchholz boldly suggested that the phenomenon known as the "Boomerang Generation", or where Generation Y young adults have to move back home owing to harsh job market conditions, is hurting the economy. Buchholz discussed that whereas "young people today are 40 percent less likely to leave their home state than prior generations, ... an increasing number don't even bother to get drivers licenses."

One of the premises of Buchholz's argument is that "geographic mobility creates economic mobility." That being said, in a time period where more and more young adults find themselves living at home unemployed owing to a weak job market, young adults are not contributing to economic growth. Buchholz cited an example where he advised a Florida engineer to tell "her stay-at-home, unemployed college grad" to "grab a cheap flight to Fargo, North Dakota" because "the unemployment rate is 3.9 percent ... [and he] will nab a job as soon as the captain turns off the fasten seat belt sign."

Buchholz suggested that "an aversion to risk has crept into the psyches of our young people" thereby limiting young adults' opportunities. According to Buchholz, perhaps this aversion to risk is "from overprotective parents who drive their Little Leaguers to first base in the minivan. Or maybe it's a lingering cloud of hopelessness despite the 'hope and change' bumper stickers. But it's not healthy."

Aside from criticizing young adults in their unwillingness to move, Buchholz took the discussion in a different direction in that "governments make matters worse by setting up roadblocks." Buchholz: "Almost one in four jobs requires a permit from a state agency. And most are not brain surgery! Heck, they're not even tree surgery. Say you want to move to Alabama to become a manicurist, you'll first need 750 hours of training." According to Buchholz, "we need to encourage economic mobility among our young people, not stagnation."

To say the least, the comments to Buchholz's piece were interesting. One person commenting wrote, "It's amazing this Todd Buchholz character has a job himself. It would be nice to see other economists speak out against him and defend their field of practice..." Another commenter wrote, "Instead of discussing the real problems in this country and economy [Buchholz] finds it convenient to parcel out blame to young Americans -- as if this segment of America is solely to blame." Another interesting comment read, "Perhaps Mr. Buchholz would be better off focusing on the broken economics of the Baby Boomers, instead of projecting those problems on a younger generation."

Whereas Buchholz's perspective is an interesting take on the economic problems facing the nation, with all due to respect to Mr. Buchholz, in order to appreciate the gravity of the dismal economic and political quagmire in the US, we have to acknowledge the fact that the Great Recession is a multi-dimensional problem. In terms of younger Americans, in many ways Generation Y is a product of the society in which Generation Y was raised.

I noticed that Buchholz made no mention of the student loan bubble. As I have written previously, the student loan bubble is a major part of the economic conundrum that grips the younger generation. That being said, per my previous analysis, student loans remain only one piece of a much bigger socio-economic puzzle. The current malaise in the US owing to changing societal and economic attitudes is probably quite overwhelming and intimidating for many young adults.

Buchholz's contention that young adults should just pick up and move to North Dakota is outlandish. Though I understand his sentiments, the idea that North Dakota has jobs for every unemployed young American seems quite unrealistic. Even further, there are certain values to be weighed with respect to a move across the country to unknown territory. It's very easy to say, "Just pick up and move to North Dakota", but reality is not that simple. I find it hard to believe that an unemployed young adult would be able to "nab a job as soon as the captain turns off the fasten seat belt sign." That being the case, I cannot say that I disagree with Buchholz's advice to the engineer. Perhaps we do need more geographic mobility for young adults, but is that an economic issue or is that a socio-cultural issue?

I do think that it is a bit unfair to impose on young Americans the idea that they ought to move away from their families, friends, and familiar territory for the sake of a job. Perhaps many parents do not want their young adult children to move away. And for young adults who may have significant others or children themselves, a move across the country may be impractical.

In a time period where for a married couple both individuals may have to work to support the household, the issue of geographical location becomes a problem. And even then, we can see a vicious cycle where individuals are unable to get married owing to not having a job, but they want to get married, and yet the search for a job and financial problems are drawing couples apart. This situation may lead to less people getting married, less people having children, less people purchasing homes, etc. And so, yes, geographic mobility may lead to economic mobility, but the situation regarding young people and unemployment in America is deeper and much more complex than just buying a Greyhound ticket to Fargo or Bismarck. As I have learned in my own life, the idea that "the grass is greener" somewhere else does not always make for the best economic plan.

To be fair, I can agree with Buchholz's commentary regarding governments "setting up roadblocks" to job growth. That being the case, one cannot blame Generation Y for the excessive bureaucracy in American society. Public Administration Discussions: A Little More About Finance

A little more about finance!

It is now end of the financial year here. Our project director was quite happy yesterday. He informed everyone that they were able to spend the amount of money that they intended to spend for this year. They gave their final reports to Ministry of Agriculture and Finance Ministry. There is no money left with the project.

The point is that our budgeting system is very traditional. Recently, we introduced program based budgeting but still we widely use traditional budgeting. In traditional budgeting, the budget of this year is made based on the expenses of last year so if once could spend its entire budget this year, will get the same amount of money or probably more for next year. That?s why our project director was happy because he could demand more money as he had already spent what is there in the project.

I still have that question in mind if really have to think about budgets in that nature. ?I believe efficiency and goal achievement should be a concern but not spending money. ???

Are We Doomed to Wage Wars Over Water?

Water, water, everywhere. But will we always have enough to drink? Wash away our waste? Grow crops and raise livestock? Some prominent progressives are warning that, as our population grows and our planet warms, water will become increasingly scarce, and humans will inevitably start fighting over it.

War-correspondent-turned-antiwar-firebrand Chris Hedges expressed this idea during a radio interview with Brian Lehrer of WNYC radio, NPR?s affiliate in New York City. For more than a month, Lehrer has been hosting discussions of my claim?spelled out in my new book The End of War?that war is not inevitable. On February 27 Lehrer went to the heart of the matter and asked Hedges, ?Chris, is war inevitable??

?Yeah,? Hedges responded. ?Look, we are living through a time when there is no rational check on serious climate change. We are spending down our natural capital at an alarming rate. Issues as basic as water, and crop yields. I mean, the agronomists say that for every one degree rise in temperature there is a 10 percent loss of yields. Human societies, when they break down, when they don?t have access to basic commodities, will engage in aggressive behavior to attempt to survive. And with the shredding of Kyoto, the failure in Copenhagen, the utter blindness to address what the fossil-fuel industry is doing not only to the country but to the planet, I think in fact we are entering a time where there will be an increase in conflict, scrambling for deleted resources as groups, including nation-states, attempt to survive.?

This same idea has been cited by green leaders such as Bill McKibben and Lester Brown. In a recent essay in The Guardian, Brown argued that ?in the Arab Middle East, where populations are growing fast, the world is seeing the first collision between population growth and water supply at the regional level.?

Climate change will undoubtedly disrupt already strained water supplies in many parts of the world. The United Nations and other international organizations have organized World Water Day, held every March 22 since 1993, to draw attention to water shortages. The World Water Day web site warns that climate change ?is expected to impact both rain-fed and irrigated agriculture, including feed and fodder for livestock, as well as forests and aquaculture?High latitude areas will see an increase in their potential, whereas regions near the equator will experience more frequent and severe droughts, excessive rainfall, and floods which can destroy crops and put food production at risk.?

Droughts have also been correlated, historically, with warfare among tribal people, from the Maricopa of the North American Southwest to the Bantu of South Africa, according to the anthropologist Lawrence Keeley. But a 1992 study of 186 societies, most of them pre-industrial, by the anthropologists Carol and Melvin Ember found no evidence that scarcity of food, water and other resources leads inevitably or even usually to violent conflict.

As I explained a year ago in a column on the Embers? research, the strongest correlate of warfare was a history of unpredictable natural disasters?such as floods, droughts and insect infestations?that disrupted food supplies. The Embers were careful to note that it was not the disasters themselves that precipitated war, but the memory of past disasters and hence the fear of future ones. Another correlate was a society?s distrust of neighboring societies. ?Fear appears to be a common thread in the two obtained predictors of wars?fear of nature and fear of others,? the Embers concluded.

In other words, wars stemmed from factors that were primarily emotional, not ecological. Of course, societies in a region with a history of war also fear war itself; hence they arm themselves and even launch preemptive attacks against other groups, making their fear self-fulfilling. The irony?or tragedy?is that war often inflicts on us deprivation far worse than that which we feared.

Given the Embers? finding of a link between war and fear, I worry about the warnings of antiwar liberals such as Hedges that climate change will trigger wars over water and food. Rather than inspiring people to install water-saving showerheads in their bathrooms and support alternative-energy research, alarmists such as Hedges might provoke voters to stockpile guns and ammo and support higher defense budgets.

A new report, ?Global Water Security,? by U.S. intelligence agencies seems at first glance to support the forecasts of pessimists such as Hedges. The report states that over the next decade ?water problems will contribute to instability in states important to U.S. national security interests.? Moreover, ?as water shortages become more acute beyond the next 10 years, water in shared basins will increasingly be used as leverage; the use of water as a weapon or to further terrorist objectives will become more likely.?

That sounds like bad news. But here?s the good news: ?Historically, water tensions have led to more water-sharing agreements than violent conflicts.? The report notes that India and Pakistan have managed to reach water-sharing agreements in spite of their hostility toward each other; so have Israel and Jordan.

The report adds that ?improved water management (e.g., pricing, allocations and ?virtual water? trade) and investments in water-related sectors (e.g., agriculture, power and water treatment) will afford the best solutions for societal and global water problems. Because agriculture uses approximately 70 percent of the global fresh water supply, the greatest potential for relief from water scarcity will be through technology that reduces the amount of water needed for agriculture.?

In other words, we are not facing ?inevitable? conflict. We are facing, as always, a choice. When water shortages loom, nations vying for control of a river, say, may build up armaments, threaten each other and carry out pre-emptive strikes. Or they can join together in finding technological, economic and political solutions that provide greater long-term benefits to both populations. I wish Hedges and other talking heads would acknowledge our capacity to choose this latter option instead of claiming that we?re doomed to wage wars over water. I expect hawks who favor bigger defense budgets to indulge in fear-mongering, but doves should know better.

Anti-Kony campaign in turmoil after filmmaker's breakdown

LOS ANGELES (Reuters) - The public meltdown of the man behind the viral "Kony 2012" video has thrown his campaign into turmoil even as the film succeeded in turning the world's attention to capturing an elusive and brutal Ugandan warlord.

Jason Russell, whose 30-minute video sensation shone a spotlight on Joseph Kony's use of child soldiers in Uganda, was taken by police to a hospital in California last week after suffering what doctors described as a brief psychotic breakdown.

Videos posted online showed him pacing back and forth on the sidewalk, naked, in broad daylight, in an incident certain to raise questions over the viability of Russell's Invisible Children group.

"You always hear people say, 'I'm so stressed out, I'm about to go crazy,'" said Robert Thompson, director of the Bleier Center for Television and Popular Culture at Syracuse University. "Still, the story of all this happening and then he literally is wigging out is very odd."

He said the episode could serve to divert attention from the warlord to Russell. "Now whenever you see a Kony story, it's about the guy, not Kony."

Kony, accused of terrorizing northern Uganda for two decades, is wanted by the International Criminal Court for war crimes. He is accused of abducting children to use as fighters and sex slaves and is said to like hacking off limbs.

Russell's wife, Danica, has said her husband would remain under hospital care for a number of weeks, and might not be able to return fully to his work at Invisible Children for months.

RENEWED EFFORTS TO HUNT KONY

Analysts said the fate of the group may be largely irrelevant because it had already served the purpose of persuading millions to care, and policy decisions were taking shape.

"It's rare that we have literally millions of Americans calling for more engagement in Africa," Senator Chris Coons, chair of the Senate Foreign Relations subcommittee on African Affairs, told Reuters in an interview, noting his subcommittee normally received far less attention than it had since the "Kony 2012" video was released.

"I was both amused, pleased and proud that all three of my kids asked me what I was doing to stop Joseph Kony," Coons said.

Attempts by regional forces and foreign troops to corner the fugitive warlord have so far failed. But on Friday, the African Union said it would launch a 5,000-strong force in South Sudan to hunt him.

The African Union move is in addition to 100 U.S. military advisers President Barack Obama sent to the region last year to help Ugandan forces track Kony down.

Kony's Lord's Resistance Army is a shadow of its former self, numbering about 250 members, according to a December 2011 report published by the Social Science Research Council.

Some 200 of them are with Kony in the Central African Republic, and 50 others are in the Democratic Republic of Congo, the report said.

The video Russell directed, interspersing shots of his own young son with those of suffering Ugandan children, depicts children walking into the city center of the Uganda city of Gulu at night to avoid capture.

But active violence like that has not been seen in northern Uganda in seven or eight years, according to Laura Seay, a professor at Morehouse College, who studies conflict and community in central Africa.

"LRA victims are depicted as absolutely helpless," Seay said, characterizing the portrayal as neo-colonial and saying the film may have mischaracterized the nature of Gulu, where the number of children taking nightly refuge dwindled after a truce between government forces and the LRA in 2006.

"You have coffee shops and pizza places in Gulu. It's absolutely peaceful," she said.

Seay suggested that those whose interest in the region were piqued by the Invisible Children campaign turn their attention next to more active warlords in the region such as Bosco Ntaganda, nicknamed "The Terminator," and also wanted by the ICC for war crimes.

Ntaganda, a Rwandan operating in the Democratic Republic of Congo, is accused of conscripting child soldiers under age 15 to carry arms and fight in open conflict.

"He walks freely," Seay said. "I know where he eats dinner every night."

Facing re-election later in the year, and with the US economy already dominating the campaign, the Obama administration seems to assume a more confrontational stance on Beijing?s trade policies amid Republican accusations of being too soft with China.
